Build Heathrow third runway on ramp over M25, minister says
Chris Graylng says eight-metre ramp would be better and cheaper option than tunnel over motorway in south-west London
Building the third Heathrow runway over the M25 rather than tunnelling under the motorway would be a more sensible, cheaper and quicker way of completing the project, Chris Grayling, the transport secretary, has said.
Grayling endorsed the idea after announcing the government’s backing for a third runway, six years after David Cameron withdrew support for the scheme.
