George Osborne’s plans for an economic renaissance in the north of England through faster transport links, science academies and a new theatre have been backed by the regional arm of the left-leaning IPPR thinktank favoured by Ed Miliband.
The chancellor, who represents the Cheshire constituency of Tatton, has made the north a repeated focus of his speeches over the past year, with a promise to turn Manchester, Sheffield, Leeds and Liverpool into a regional “powerhouse”.
